As Californians flock to the beaches, thieves will inevitably follow, hoping to take advantage of unsuspecting swimmers, surfers and sunbathers.

The proposal would “create opportunities to usher in a profitable Golden Age of rail travel for passengers and truckers,” officials said.

The proposal comes from a Delaware-based transportation company, which submitted a detailed plan outlining the long-distance rail service from Los Angeles to New York City in under 72 hours.
