Senator Patty Murray, says that Congress approved this funding as part of a continuing budget resolution in March, which President Trump himself signed into law.

The funding was to go toward initiatives such as after-school and summer programs, English language instruction and professional development for teachers.

The U.S Department of Education is withholding $464 million dollars in grants that were set to be distributed to public schools in New York state.
